I am informed confidentially to-day by
Count Lamsdorff that he had received a telegram
from Admiral Alexeiff,
according
to which a very bad impression has been caused by
an apparent breach of neutrality on the part of the
"H.M.S. Handy". Commander of Aml. Destroyer
This consisted in the conveyance of several Japanese Naval officers from Weihaiwei to HongKong together
with several chests, one of which, being accidentally
broken,
was found to contain diving apparatus.
Count Lamsdorff stated he was making further
enquiries,
and, should this information be
